I have been trying to think of different ways to improve the speed of my scooter and I keep thinking that it might be best to reduce the weight. The biggest thought I had was possibly building a new lighter frame but keep everything as strong as it is or stronger. If anyone has any thoughts on this idea or ideas on how to accomplish this I'd appreciate your input. Also any other ideas to reduce the weight would be very appreciated! Thanks!!

What weight are you trying to get to? Most scoots already have a light weight. Weight plays very little role in scooting. Acceleration is only minimally affected by it. Tire pressure, and wind speeds affect speed and acceleration MUCH more than body. However, you could go for a NAKED look.
Use round bars, big aluminum pipes are probably the best. Next to that, hard steel pipes for the frame.
As far as I see it, scooters are a couple of decades of improvements upon improvements. it's pretty hard to just improve a scoot overnight. if they had found an easy way to improve weight ratio, they probably would have done so.
The TaoTao EVO150 is a 300+ LBS machine, they have been able to make a similar bike, sub 200LBS (PowerMax 150); that's 100LBS less. Regardless, the frame rigidness suffers from lower weight.

The "improvements" we have seen in the scooter industry has been mostly in cost cutting/environmental concerns. For example if the Honda Ruckus were going to be all it could be it would be a 2 stroke liquid cooled 50cc with front disc brakes. Aprilia is really the only company truly concerned about scooter performance but no one can afford them. All the other companies are either racing to the bottom (Chinese brands) or serving up 4 stroke under powered castrated over priced snooze mobiles (I am looking at you Yamaha "Zuma"). That being said weight reduction on a scooter isn't all that easy. If you really wanted to go light weight I would get an old Honda Express or Yamaha QT50 frame and make it happen.

go to you local hobby shop and get a set of radio controls for an airplane kit install on the scooter and run it as a remote control unit the biggest wieght reduction i can think of

A lot of work for just some wieght reduction.... I'd skip that and do other mods... The ruckus is cool, just wish they would make a 150 or at least a 125!!

They did make a Ruckus in 150cc aka "The Big Ruckus".
It was hideous and no one bought them.
