Tomorrow i am putting this new diaphragm into my old carb as well as the diaphragm needle seeing my old carb ran better just kind of a new rebuild for it. My question is:
Should i put the clip on the needle all the way down in the middle or all the way up top.
And also where should i put the a/f screw on the carb also so i have a good starting point?

cant help with the rest but i think needle attatched to the float slips on the float then again i say try both ways some are on the float others go over top the float.
next start with 1 1/8 and see if she runs good there, to be sure since your enrichning circuit is already set then start with that warm when you snap your throttle shouldnt bog and should not hang to idle down. snap idle down instanty.
SNAP IDLE DOWN INSTANTLY
any other way is incorrect.

Well on the needle it has like 5 slits to where the c clip can set right now it is in the middle i guess i will start there and just mess with the a/f screw to start with will post later tomorrow and see what i can get.
Also swapping to my manual shut off tomorrow to.

Also swapping to my manual shut off tomorrow to. You try to set the needle length to match the old one taking measurements before you transfer it over.

Never use 5th spot unless you have bbk also if it new don't touch the float til she runs.

Start with the same setting as the old carb. Once you tune it to idle well, take it for a test run. If it acts up when accelerating above half throttle (not at takeoff), you need to adjust the clip height.
If you adjust it one way, and it gets worse, go the other way.
If it improves while adjusting, but still has some of the same problem after moving the clip all the way up or down, you need to change the main jet (if you moved the clip down, you need to upjet, if you moved the clip to the top notch, you need to down jet).
If you do have to change the jet, set the clip to the middle notch, then go thru tuning and adjusting clip height again.

I put the old carb back on my scooter and changed to a manual shut off valve, scooter fired right up and runs like a beast.
It has a slight slight lag and take off but nothing after that i feel like its still a little lean at take off not to sure what do you think?

First try adjusting the accelerator spring. Make it bend a little more if you think it's lean, if that makes it worse, take some bend out.
The accelerator pump squirts a bit of fuel into the venturi when you first twist the throttle, compensating for the extra air let in by the butterfly being opened which lowers the vacuum meaning less fuel being pulled thru the jets till the vacuum recovers.

It has a slight slight lag and take off but nothing after that i feel like its still a little lean at take off not to sure what do you it still might be off a little bit so you might have to go back in and double check the "air mixture screw" to make sure its correct set but I do know that if you're running a manual petcock sometimes it can run a little bit overly rich GO BACK AGAIN AND RE DO THE A/F SCREW, IF YOUR TIRE SPINS BUT YOU GET A GOOD SNAP WITHOUT BOG/ LAG THEN ITS TIME TO MOVE ON TO THE FUEL MIXTURE SCREW. TURN IT OUT 1/8 SLOWLEY WHICH WILL RICHEN THE MIXTURE DONT PASS TWO TURNS OUT WHEN YOU THERE THE ENGINE CUT OUT TURN IT SLOWLEY THE OPPOSIT DIRECTION WHEN IT CUTS OUT AGAIN BETWEEN THE TWO POINTS SET IT IN THE MIDDLE AND THATS CORRECT KEEP PULLING YOUR PLUG CHECKING FOR TOO HOT OR TOO COLD. At this point your good But watch that plug!
