I have power to the Battery and Solenoid for an instance the dash lights up then goes out cant start and dash wont stay on HEEEELP PLEEAASE!!!!!!

Sounds like your battery has a bad cell and drops like a rock. Alleyoop

How do you know the battery is good? Batteries will test good sitting there but will not take a load. Just like a car with a weak or bad battery, let them sit there and as soon as you turn the key it will turn the starter once or twice then nada.

Oh that is different, I thought the starter spun a little then died along with your lights.
Ok then do this JUMP the SOLENOID touch both terminals and see if it spins your starter. Alleyoop

No dash lights headlights brake lights ignition nothing .When running proper and you turned the key on digital dash would light up and speedo would flash about 3 times and everything would be ready to go push ignition switch and you were off. Now all I get is a brief flash of the dash.

Oh wait a minute does it have a REMOTE START and ALARM on it. If so using the remote you have to follow a procedure.
If you start the scoot with the remote and then shut it off with the KEY the remote is still waiting to be shut off using the REMOTE and will not allow the KEY function to work. Let me see if I can find the procedure to get it back in sync, I had it I know because someone else had the same problem. Be back in a minute or so Have to check my Scooter problem folders. Alleyoop

I says to start it says you have to push the button twice once it turns on the ignititon then the second push starts the motor.
If it gets out of sync it says to use the unlock function and it may take a couple hits of the button so you can use the key. Alleyoop

Ok then check the main fuse on the RED THIN WIRE coming off the POSITIVE TERMINAL of the battery. If that fuse is blown there will be no power going to the IGNITION and anything else.
It probably has a TUBE fuse they may look good but are bad on one of the ends and you cannot see that. They usually come with a spare in the holder put the spare in and try it. Alleyoop

Also does your scoot have a fuse box I do not know if that scoot does or not. But some have a fuse box that controls lights and everything else. On all the scoots the MAIN FUSE is either on the RED THIN WIRE or on the scoots that have the 300cc LINHAI motor they have the MAIN FUSE is right on the SOLENOID and it is usually a BLADE TYPE FUSE and usually a 20amp fuse that feeds the IGNITION then the ignition feeds the fuse box. Intermittent lights and gauges then nothing? I can think of a few things that could happen. First check and clean all the fuses in the secondary fuse box. All my fuses were corroded and the scooter would sometimes have gauges and turn signals. I cleaned them and it now works correctly. Check the plug going to the key switch, it may be loose or one of the pins is not seating correctly and making intermittent contact. Or the key switch might be bad or dirty. Sometimes spraying contact cleaner in the key slot and turing the key repeatedly will get a switch going again. Hope it helps.

Hmmmmm Have you checked your grounds? Starter is grounded to the motor and will spin by jumping the soleniod, however, everything else needs a proper ground through the wiring.
Just an idea.
