If a store sells oil, coolant, car batteries or automotive/motorcycle/scooter tires where I live then they are required to take back the old for recycling or disposal. On top of that there are semi-conveniently located county drop off centers and then public collection events every few months at the major employers (where I work is one location) or more busy store parking lots with amnesty for chemicals and poisons that you may have accumulated in quantities over the allowed limit for a private citizen.
The DMV even comes to our office once a month to process renewals as a courtesy for those who get off work too late to make it too their offices before they close so folks don't have to take time off from work to get their renewals processed.
