I just got my 2T Eton Beamer fixed, the problem all along was a broken plug wire boot, taped it up good and no more arcing... but previous owner munged up the carb trying to fix it and had to replace the carb too, luckily they are pretty cheap.
Problem is when I start it, RPMs surge high enough to make the scoot want to take off, I can hold it back, but am giving this scoot to my wife to learn on and she may not be able to. Once the scoot settles down and choke is off the idle RPMs are perfect.
so what is wrong and can anything be adjusted?

What exactly are you idling at ? If you have no Vacuum leaks , I suspect you are idling slightly high . it may be as simple as lowering the idle with the idle screw. You may be 200 rpms or so too high, this could be enough to create the surging . the choke idle is too high making the clutch begin to engage . lowering 100 or 200 rpms should take care of it.
