You can buy a small welder for around 100 beans . but if you never welded it might not be as easy as that. If you don't know what you r doing its very easy to cut right through the pipe instead of welding it together. I've seen it happen many times. When I had mine done I hit it with a few spot welds then had my neighbor do the rest of the welding. It should not cost much to have it done . if there is some way you can get the flange lined up right and maybe even use a little bit of JB weld to hold it in place , then take it somewhere to weld it in place. Just don't cover it with jB weld because there needs to be a place it can be welded before removing the jb weld , you don't want it to move before it gets welded. It you take it somewhere where they don't have to line it up and get under the scoot , it should not cost much at all for the little bit of welding needed . maybe $30 , I would not pay much more then that. It should only take then ten minutes to do. Sand the pipe and use jb weld on two sides . don't jb weld two opposite sides , u want to jb weld so it won't move side to side or back and fourth if dropped. Don't use a lot of jb weld , you want it to be easy for them to grind it off. And you will want to hold the pipe to the flange with maybe a small jack until the jb weld dries.
