I'm currently looking into purchasing another scooter and came across this particular one that is for sale local to me. Does anyone know what this scooter is and what its possible specs are?

I don't know but I searched google for visually similar images and found this  If you get it, you might want to be careful where you point it.

thats not a scooter. scooters have a step through design

I get what you mean and didn't mean there to be confusion in that. I was using the engine design as a reference cue rather than the step through design found on scooters. It's not really a moped either though seeing as though it can't be peddled. But in looking at the engine, it looks as though the type of engine you'd find on a scooter.
