My rear shaft thing (insert correct name) is a little rusted up. Nothin bad I don't think but what would you do?

I think that someone forgot to coat the splines with a little grease or anti-seize when they put the rear tire on the bike.
Wipe it down with some PB Blast along with the hub on the rim and lightly grease the splines before reinstalling the rear wheel. If you use anti-seize be sure to match it to the material in the wheels hub which should be aluminum with a steel insert in which case you would not use the copper variety..
