Exhaust is off, axle nut off, adj. brake adjuster all the way out -- starting beating on it. Also - been adding wd40 to rusted brakes. What are we forgetting? thanks!

the wheel rotates? if yes then i would just keep hitting it with a rubber mallet.

oil the splines by spraying in where you took the wheel nut off
get your buddy to hold the back of the scoot while you wrestle the wheel from side to side quarter turn and repeat
