To check if your ENRICHER is working for cold starts it is very simple. You do not have to unplug it from the scoot harness just take if off the Carb and lay it on its side.
Then cover the hole with your thumb start the motor and KEEP YOUR THUMB on the hole. With your thumb on the hole it acts as if the ENRICHER is RETRACTED and is feeding extra fuel for cold starts.
As you hold the thumb over the hole watch the ENRICHER that you laid on its side. It should start to extend out within a minute or so as it heats up. Within 3-5 minutes it should extend out about 1/4 of an inch.
If it does not extend then it is bad IF the ENRICHER is hot to the touch. If it is COLD to the touch then it is not getting voltage from the stator, then you will have to check the wiring see if it is plugged etc..
