Peter Weller had to learn how to move in that costume. Which I understand weighed a seemingly-ton. Lee Majors just had to run around and jump and lift things (with assistance). So if this was about the actors, I'd be voting Peter.
But it's the characters. So I have to vote for Six Million.

Robocop was more "Billy Bad But" .... but the six Million Dollar man was more macho....
The six million dollar man had to face his fears and show courage to get the job done, Robo just went in and leveled everything...
