dose anyone know if I can put a 250cc motor in this scooter or would I be better off just purchasing me a new scooter that is 250cc? I also have to get one that is street legal in California and would me altering my 150 with a 250 motor would that be street legal? Help me I'm lost.

Welcome to the site! I recently found my 150cc scooter to be just too shy on performance for my riding, and decided to upgrade to a 250cc.
I honestly believe that all things considered, you'd be much better off getting a factory-made 250 rather than attempting to swap engines. My 150 was a typical Chinese GY6 (Xingyue) and a pretty good 150 at that. I rode it six years. I could not afford a new larger scoot, so I researched a number of makes and settled on a well-used Kymco Grand Vista 250.
It is similar in size, and handling to the old 150, HOWEVER... The differences in performance are startling. Moreover, the differences in construction are MAJOR. All parts are much heavier-duty, including frame, brakes, controls, etc.
It reminds me of the fact that the factories take into consideration the differences between a 9hp 55mph 150, and a 20hp 80mph 250 in EVERY aspect. Swapping the 250 into your smaller frame might be possible, but would be difficult at best. And you'd still have the lighter-duty construction, which would be far less desirable at 250 speeds.
I honestly believe you'd be best served by trying to get a well-made 250 or larger scooter, whether new, or used. They are just a whole lot better overall. Just my opinion, but there IS a world of difference between a 150 and 250 scooter, beyond the engine size.

If you are referring the the scooter I think you are, they came as 250 and 150's. Be warned... The frames are very different, even thou they look the same. The plastics are interchangeable but not much else. 250cc bikes are water cooled and are generally more complex.
