ok i ended up replacing the regulator (of course it ended up being the 20 dollar one not the ten dollar regulator) and the lights on the scooter are still fluctuating low when just idling and it gets brighter when pulling back on the throttle.

I'm not sure if it's the audio or not, but that doesn't sound all that good-- from start to finish. Starter sounds a tad weak, I hear a bit of a clank(?) on start up, and it doesn't sound very healthy once the engine is running.
