To much air open element air filter and stock jet.
Try the tape trick like alleyoop says or get stock air box or up jet with open air filter.
I had similar problem a few years ago.

Are you sure its a 2-stroke? My buddy's 50cc Vino is a 4-stroke.

Up to 2005 was a 2 stroke. They went to a 4 stroke in 2006.

The carb should probably be cleaned and rebuilt if it hasn't been in a while.
