But this was the cause of my vibration problem and my chattering starter problem...how could this have happened? had to be at the factory. A buddy had one that he wasnt using and its got a bit of surface rust in spots. Will it hurt to use it? Will the belt just wear some of it off anyway?

Dang. I'm not sure a bendix could do that. I maybe wrong. Did that come off of your new scooter?

Just ordered one. The one i borrowed is is perfect except some minor surface rust. Will get me by for a few days.

If you haven't put It on yet I would go over the surface with a fine sand paper to knock off the rough areas. No reason to put extra wear on the belt if you don't have to.

All I can think is maybe someone at the factory tightened the variator nut up with the starter bendix out of place?? Glad you found the problem!
