I am swapping engines from a MZ Moskito to a CPI Oliver City. They both use a CPI engine, but the stator for the Oliver was different and the shaft size for the flywheels were different so they could not be swapped. It would not start with the flywheel from the MZ on it and I suspected it was not gettin the right pulse to fire at the right time. So , I took the hub out of the MZ flywheel and riveted it into the flywheel for the Oliver. I am getting spark at Top Dead Center (TDC). I have lbs of compression and I have gas getting to it, but it will NOT fire!! I have done everything I can think of, so I am coming to you guys for a fresh idea to get it running......HELP!!!

I think 95psi is too low for it to fire .

TVNACMAN is right, 95psi is very low, the least would be 120psi and that is on the edge will not have much power to pull a lot of weight.
Check if its your rings, pour a little oil in the spark plug hole and re-check the compression, If the compression rises its your rings. Now don't forget hold the throttle wide open when checking the compression. Alleyoop

but this engine ran fine on the other scooter?

It could be however you riveted the flywheel it is probably the timing to RETARDED. Normally the timing falls a little before TDC. See if you can move the timing a little before TDC.
