Once the engine has been run the oil starts breaking down and turning acidic over time despite the lack of miles so annual if its synthetic oil and twice a year at least if its not synthetic oil. Once the acid build up etches the bearings then they will quickly grind away leaving you with a suddenly failed engine in the worst case or one prone to rattling, vibrating and overheating. $3 to $5 a year for oil is relatively cheap insurance against premature engine failure from oil gone bad and turned acidic. Lets face it even if you stop using the bike altogether there is usually enough crud left in the crankcase to start the new oil breaking down.
