Hey guys first post. I have a 50cc Tao Tao and when I turn the key in the ignition the starter doesnt engage. It also doesn't crank when the kick start is activated. I put power to the starter and the starter motor activated but did not crank the motor. I know the ignition switch is bad because I have no power coming out of the wire going to the starter when the key is ON. I have two questions 1. does the starter motor have a solenoid like a car? 2. Does the kick start activate the starter motor manually, or does the kick start mesh with the flywheel mechanically? I'm trying to figure out if the scooter needs a new flywheel or starter motor. Thanks so much for your help. Also where can I get a wiring diagram for these things?

Do the brake lights work ? Try holding in the front lever and see if it works . If the brake light switch is bad it will not allow power to the electric start

Find the starting solenoid and put a screw driver in between the two with the key turn on it should turn over unless your starter or battery is dead.

I guess my main issue is that the kick start doesn't turn the motor over either. What does this indicate?

The kickstarter is inoperable. I may be wrong but I don't think the kick and electric engage the same gear. Kickstarters on these are iffy at best.
