My new carb was giving me fits because I couldnt seem to get the jetting right. If I thought it was running rich I took off the air filter. Didnt help. I found putting a cone filter on restricts it enough to run correctly whereas unless its way too rich running with no filter isnt going to work. An jet on my stock 50cc was rich with the stock air box. Now its ok with the cone filter.

I haven't heard of jetting that way. When I was "jetting" my honda zook the only option I had was to try different thicknesses of pseudo filter material. A rag with a hole in it was perfect. My old air filter material was even better. I did this by covering the carb with my fingers until I got full range of throttle with good response and then tried to match the restriction with a "filter" of sorts. Lately my bike has been giving me trouble because there is a crack on the air filter hose thing and it's held together with tape right now. I also finally figured out it's the wrong size filter, I got 42mm when I needed to get 38mm I can't even begin to rejet 'til I get my filter situation sorted out. What does your plug look like now?
