Insurance isn't required in Florida, but the financial responsibility bit means that I choose to pay $82 a year for insurance on my 150. I keep myself in a state of near insolvency at all times, so that I can be collection proof, but I still buy the insurance to eliminate the hassle of legal action.
As far as the original post goes, I'm shocked that insurance in Canada costs so much. Higher costs usually mean a more costly risk pool, so I wonder if Canada has different vehicle insurance laws that prevent insurance companies from denying as many claims as they do here in the USA...

It is the extra terratorial insurance and comprehensive coverage with uninsured/underinsured motorist protection that costs extra. In the Tampa Bay area these can add $1,500 to a policy however if your health insurance does not exempt injuries sustained while riding a motorcycle then you may not need the extra $1,500 of insurance. Property damage and full replacement coverage for my Aprilia is less than $100 a year since my health insurance does not exempt motorcycles.

Legal action is not prevented by having insurance in Florida. Once they tap out the max on your policy then they will start digging for hidden assets and for others who could be held accountable for your actions.
For example a 45 year old son or daughter living in your house gets into an accident and is found at fault so after they tap out their insurance and assets they can then go after the parent that they are living with even though they are self supporting adults paying room and board. They will first go after the parents automobile insurance and they start going after any tangible assets they can find.
