I'm a bit confused, moving the needle changes the off idle low to midrange fuel mixture, check.
Which way is richer?
Secondly, on cars/trucks we used to adjust this in part using a vacuum gage, is that still a valid method on the QMB139 small engine?

Vacuum gauge may help, really helps if you have a no idle issue. If it is lifted higher it goes richer. So you move the Jesus clip down.

Are you talking about the needle on the diaphragm or the needle on the idle adjustment screw?
If the adjustment screw... turning it counterclockwise, gives the idle more gas.
The needle on the diaphragm, if you move it up, more gas is allowed through the jet... when you throttle.
