Hello all. First post and I'm relatively new to the scooter world. I've learned a bit trying to diagnose this issue but I cannot seem to figure it out. Here's the best description of the problem I can give you.
Scooter starts up fine and idles without a problem. No chugging, struggles, misses, anything of the kind. Upon getting on the scooter and driving, it is also just fine until about 15MPH. The scooter rapidly loses power until reaching a maximum speed of around 20-25MPH. Once the scooter is stopped, the chugging and rough idle begins until it eventually dies. Oddly enough, the scooter will fire right up without issue after it dies.
This problem had happened a few times last summer but upon letting the scoot sit for a while it would resolve itself and I wouldn't think anything of it.
Here's what i've tried thus far: - New spark plug (NGK) - New plug wire - Fresh oil - New fuel filter - New battery - Fresh fuel - Checked to make sure the throttle cable wasn't getting hung on anything. (even after the 'peak' rpm is reached, WOT on the carb's throttle assembly yields no acceleration)
I'm stumped. I'm starting to think that it's the fuel shut-off valve sticking/is stuck. But I've not done enough research to completely understand how it works.. Anyone have any ideas on what it might be? I can't find any symptoms of a bad fuel shut-off valve anywhere.

From what ive readon here you take off the vacum line from the carb take off the fuel line put end where you can see it suck on the vacum line and if fuel comes out of the fuel line its working

Sounds like improper mixture of fuel and air to me.
Try replacing your fuel enricher.

Sorry Alley, I forgot to mention I had already tried tuning it with the idle screw. It almost seems like after attempting to accelerate, the engine floods and dies. Could a poorly working ignition coil be the culprit?

Could a poorly working ignition coil be the culprit? IDLE SCREW, or FUEL RATIO MIXTURE SCREW? You sure it is flooding and not DRY no fuel. From what you just said the only way it would FLOOD and die is if the PETCOCK is leaking gas and as the motor creates suction to open and close the petcock it is allowing fuel to flow out of the VACUUM hose. Otherwise it is NOT getting enough fuel when you open the Throttle and all it is getting is a lot of AIR and not enough FUEL. I will assume you adjusted the FUEL RATIO MIXTURE and followed the procedure. So if it still bogs out as soon as you open the throttle, then next thing to check is the DIAPHGRAM. If the Rubber Diaphgram has rips or pinholes or is leaking it will not raise the needle to feed it fuel and is just sucking air. If you have taken it off it may be that the rubber is NOT sitting in the grove around the top of the carb and is leaking from around the top cover. Alleyoop

Yes, I Tried adjusting the fuel/air screw by quarter turns with test rides in between. After the first quarter turn, the idle jumped up and then finally settled down after a second. This seemed promising so I put the seat back on and went for a ride. And nothing, A tad over 20MPH max. So I returned and tried another quarter of a turn. This time there was no surge in idle. Went for a ride and there was no increase in speed. Same for the next three quarter turns. Same symptoms after attempting to reach max speed. So I'm assuming that means there isn't enough fuel getting to the carb if trying to adjust the screw and there is no extra fuel coming in? After the runs I pulled the plug and checked for fuel but it was dry.
Also, I think my initial description was a little misleading. First turning the scoot on, the idle is perfect. No bogging or anything. You can twist the idle and give it a few revs and it settles back down like it should. Taking off and driving is also perfect until it reaches a little over 20MPH, Maxing out around 28MPH down hills. Even when cruising at this 'limited' speed the scooter runs fine. Runs almost as if it has a governor on it. The choppy idle and popping comes under deceleration and when you stop from driving (like coming to a stop sign). I have to give it a little twist of the throttle when I stop or it'll die, and after a few secs it finds a proper idle. If it does die, there is a very rich exhaust smell (I think, I'm not 100% positive but it smells just like gas)
Sorry for the story ^^ I'm just trying to figure this one out. I have ordered a new fuel valve petcock to try out so hopefully that's it. Thanks for the info though guys, I'll get it eventually I hope

Well I ended up ordering the valve but unfortunately the fitting is way too big to fit on my tank. Any way to test the valve to see if it's functioning properly?

Well, the new fuel valve didn't fix anything. Guess i'm going to have to break into the carb next week and see if the jets are gunked up or something. I'm out of ideas as to what it could be at this point.
