Got my scooter out for the spring (stored outside in winter, covered with gas stabilizer). Could only get it started by holding my hand over the air intake to restrict air. Even then, wouldn't idle without restricting air and could remove hand only when revving engine up. Removed carb and cleaned everything, adjusted carb mix screw the standard 2.5 turns counterclockwise, needle valve in middle position on diaphram..... still won't start with air filter and cover on it and won't take throttle (dies).
Scooter has ~600 miles on it but never had a valve adjustment. Hard for me to believe but everything I read says it needs it so I will take off the tupperware (love that term) and adjust the valves. Any other ideas? Thanks.
BTW, it ran fine when I put it away last fall but did have a little trouble taking the throttle when it was cold

Yes, do the valves first, then if it still is a pita, since it was sitting for months you need to clean the PILOT JET and its PASSAGE and TINY holes by the Butterfly where the gas comes out from the PILOT JET. Alleyoop

I would check the fuel line and filter.
If it runs when you close off the air, that means the air needs to be low because the fuel is low, and there has to be that proper ratio.
Increase the fuel and the more air you are going to need.
Plus, it seems logical that something could settle in the fuel over the winter and make clog it up.
It could be anything from the vent hole in the tank, to the screen on the tank, to the fuel lines, fuel filter, fuel pump or valve, all the way down to the float sticking on the carb.
That's my guess any way.

Update: adjusted valves (intake was ok, exhaust was tight son only adjusted it). Cleaned carb again really well and cleaned (for the first time - didn't think to before) the needle valve and port into the carb. Started easily and running much better. Still coughing once in a while when idling so not 100% smooth but certainly a step in the right direction.
I've read the instructions (http://itistheride.boards.net/index.cgi?board=tt&action=display&thread=12) on tuning the carb and not sure its really adjusted correctly. I've read that the correct starting place for tuning is 2-1/2 times counterclockwise from all the way in and also read 1-2/2 times. Any other suggestions on carb tuning and/or thoughts on the coughing (a little "pup" noise every few seconds - doesn't do it when under load, just when idling) are welcome.
