A friend of mine went out to look at Lance Soho 50's. One dealer said they could de-restrict the engine upon delivery - one said they could not de-restrict the engine until after 500 miles. Who is right?

Your friend is a dumbass . . for considering a scooter that is NOT compatible with their speed expectations! California CARB document shows a SOHO 125 . . but availability date is unknown.

I think it is a good idea to fully break in the engine before de-restriction and speed parts.

Perhaps a dumbass, or, perhaps, someone who does not have their motorcycle endorsement? But, in any event, many scooters come in, Tao Tao's for example, unrestricted. When my son bought his Baccio Heat 50 (Tao Tao ATM50-A1), it did 38 to 42 miles per hour right out of the box. Obviously, these vehicles were not restricted in the first place, but, they are broken in with their maximum potential. Why could not a new Lance scooter also be de-restricted before delivery, and also be broken in at its full potential? The Genuine Venture 50 is restricted by a chip that, it is said, is simple to remove... Does one remove it only after break-in?
