The only thing I could think of... (and it still would be a bad idea) would be some sort of completely encapsulating device... kind of like a full body helmet/pod... with ventilation of course. But something like that would still restrain the child to the bike... Should the bike go down and slide it would be taking the occupant with it, or if it broke free from the bike then it would go bouncing down the road and likely be punted along by a strike from another vehicle. Air bag the body shell (internally and externally) maybe?... better possibly but not by much I would think. IMO, if you can't put a minor child in a properly fitting DOT helmet along with other appropriate(and necessary IMO) protective gear, then it should NEVER! be allowed to be carried on a bike.
