tight valves are no problem. They allow you to last longer without valve adjustment. Yes tight valves are a BIG problem. If faced with a choice of tight valves vs loose always go loose. Tight valves WILL burn. Loose valves will not.

You need to adjust your VALVES, set them both to .003 inchs and you will then have to re-Adjust the Fuel ratio mixture. Those are classic symptoms of your exhaust valve is staying open and you are loosing compression. The only way to keep the motor running when coming to a stop is to give it gas because it will not hold low rpms due to loosing compression. Alleyoop Here is a video on how to adjust your valves it is not hard and once you do it once you will be able to do it within 30 minutes. It is not hard and it takes more time getting to them than adjusting them.
