2012 tao tao i read it can be 69mm but some come with 64mm @.@

First of all thank you guys for the help, my taotao atm50 scooter has been running strong ^.^
And now I'm starting to really get into scooters. And trying to gather as much info as possible
I have read and seen a lot of pictures of how to tell what valve size a scooter has but have not seen the difference between a 64mm/69mm valve cover looks like and i would appreciate it if anyone can explain or show pictures of the different covers.
also i want to know if this info i learned is correct
64mm = when the top of the valve is in line with the head.
69mm = when the top of the valve is above it or when the bottom of the valve is in line with the head

Thank You Guys for the replies, I really appreciate it.
Have do what you guys recommend I changed the oil to Rotella 15w-40 since i live in South Florida and heard people having to replace their pistons on the first day. and have also adjust the idle screw i think it was to high. Next thing on my list is defiantly changing the vac/fuel lines and spark plug.

 this is the plug, wires are color green/white and black/white also does this hose in the red box connect to anything?  |

and yes it brand new. I'm going to see if the battery V's are low.
also there is one plug that's just hanging out but i don't see anything that it plugs into.
its hanging on the right side above the fan.

I having problems with my Tao Tao atm50 that i just got two days ago.
The problem is that at first it started up just fine nothing was wrong with it.
However after I turned off the scooter and left it alone, for like an hour or two,
and tried to start if back up, it started but seemed weak and when I rev it, it
just bogged out and died. After that, when i tried to start it the same thing
would happen but it just sounded weaker and weaker each time i tried. So, I went and recharged the battery, and after a couple of start ups it ran fine again. But again today the same problem is happening.
I also notice that after awhile of trying to start it back up, the fuel gauge will go down while it's cranking.
Any help is appreciated ^.^
