The engine is up and running! The woodruff key was missing, likely torn up. I replaced it with another and the engine fired up immediately!
Thanks for all the help.

chewbaca: No, the exhaust pipes does not smell like fuel. What would it mean if it did?
cyborg55: I replaced the spark plug, spayed starter fuel directly into the intake, but I'm not getting the engine to fire. It'll chug for a brief sec, but no fire. Bypassing the carb issues, I think I have a spark issue, electrical, or mechanical issue. The spark plug wires reads good resistance. I double checked all the grounds and checked for continuity. I'm not sure where else to look for issues...

I'm also leaning towards a fuel delivery problem, but I tried to isolate that by spraying starter fluid into the carbs and the engine still doesn't fire, which leads me to think that maybe I'm having a spark misfire issue.
I'm able to see daylight through all the jets and I had cleaned them thoroughly.
I have noticed that the spark plug looks to be fuel fouled, it's all black. Despite that it does spark bright blue when grounded to the engine block and it reads about 6,500 ohms...

Hi All,
I have a 2002 Bajaj Chetak 150cc 4 stroke I'm trying to get running again and I've run into a wall, seeking your insight. I got it for cheap from someone that said it's been sitting 5-6 months and it had started fine before it just sat.
Info I have collected so far: OD reads 2200 miles Spark: -Compression is good at 170 psi -valves are within spec (I had to adjust the exhaust valve, it was a bit too open) -Verified spark by grounding spark plug to engine block and kickstarting, bright blue -I replaced spark plug hood with NGK resister -spark plug wire has good resistance (coils seem fine to me)
Air: -Air filter and passages are clear -I replaced o-rings at the cylinder intake and carb
Fuel: -Filled tank with fresh gas -I cleaned the carbs and reassembled (they were pretty clean when I opened them up) -fuel flows freely -float height is within spec -throttle cable is loose, it's stretched out and can't be adjusted, so there's some slack in the throttle cable
Fresh battery fully charged.
Problem: The engine will turn over but despite all my efforts it will not run. I have sprayed starter fluid in the carb before starting the engine and then another time while starting the engine and it still won't run. With the starter fluid the engine seems to have some ignition, but it's small and won't be long enough to make the engine run, even for a few short seconds.
Thoughts?
