I know it has a carburetor as I've cleaned it before. I think I mistakenly used "turning over" when what I really meant is that the engine won't start. When I press the electric start the scooter sounds like it's about to start but the engine never fires. Does that indicate it's turning over? Not totally sure how to tell the difference.
Should I still check the spark plug or should I go straight to the carburetor and fuel filter? Apologies for the mixup in termnology.

I'm pretty much a novice when it comes to scooter maintenence.
So I have a 125cc yamaha vino that's been sitting in the garage for about 2 years that I can't get started. I put new gas in the tank but the old gas sat in the tank for about a year. Originally I thought the problem was a dead battery but I when I tried to jump start it with my car the engine still wouldn't turn over. When I try the electric start I hear a whirring which I assume is the starter motor spinning but the engine doesn't turn over. From what I've read online I heard this could mean a bad bendix, but since the kick start doesn't work either I'm not sure there's problem with the electric start at all.
I know to squeeze the the brake and to turn off the kill switch, but when I kick it I don't even get a sputter from the motor, the scooter used to work perfectly.
Basically, I'm wondering what these symptoms suggest and where I should start. Starter relay? Clean the carburetor? Check for spark? Any information will help.
