Safety wise, a scooter and a motorcycle are the same, I will say depending on the motorcycle it could even be safer than a chinese scooter, most people that crash is because lack of riding experience and/or over confidence, professional riding lessons can make riding a lot safer, riding responsibly and wearing safety gear can be as safe as driving a car. I have broken my tibia and fibula twice on a 150cc scooter, but I have never had an accident on my 250cc or 650cc motorcycles, the difference is that I was an untrained and overconfident rider when I crashes on the scooter. What he said +1
