I FIXED IT. Thank you for all your help. It was a vacuum leak in the intake manifold and an adjustment for the fuel to air mixture on the carb!

I put the fuel hose onto the correct location. My scooter started up a few times and idles for several minutes. I tried to start it up, but was unable because I believe my battery died. I put a charged battery in the scooter and then it did not start. My problem is as follows:
I have no idea what to do. Clean Carb? Check PSI?

UPDATE: I changed the fuel filter and cleaned out the carb. I fired up the scooter with Starter fluid, but it died on me soon after. I assume it is an air problem OR the fuel petcock. Any suggestions?
Link to the video.
THANK YOU FOR ALL THE INPUT.

Let me see does you finger tell you what PSI you getting because you need at least 150 psi and most of the time you need to crank engine over around 3 time min. My finger does not tell me the psi. I will attempt to crank it over.

Can you give a video? I'm not sure what a currr sound is lol When you say the 2 screws on the intake manifold... can you explain further? If you mean the nuts and rods, you definately 100% NEED those for it to do anything. I will record a video shortly and upload it. Yes, the nuts were missing on the manifold, but i purchased nuts and tightly sealed, but no difference.

Which specific model? Which specific CDI ("performance" units are often a detriment)? Are you referring to missing air filter housing screws? Will the engine not ignite using starter fluid?
1. I have a 2014 150cc Tao Tao Lancer. 2. The CDI looks like the original; both are black. I purchased the new CDI from a scooter store. the new cdi only has the following numbers: 201408190890. 3. The missing nuts are on the intake manifold; i just purchased nuts and put them on tightly, but to no avail. 4. The engine does not ignite with starter fluid.

I have a 2014 Tao Tao 150cc. I have a new battery, new starter, CDI is good, spark plug gets spark, I did a valve adjustment, gas is good, BUT it does not start.
I adjusted my valves to .004 inches. Bought a new CDI, but still the same result. The battery is a lithium Ion battery, and fully charged. New starter has not made a difference. Gas is the 91 kind. New air filter as well. I got a new NGK spark plug and it is gapped at about .028-.032 inches.
When I put the spark plug on metal ground, it sparks. When I take the spark plug out of the engine, my engine cranks like it wants to start, but when the spark plug is inside, it cranks and then does a "currr" sound. I checked to see if there is compression inside of the engine by putting my finger where the spark plug screws in and there was air that blew my finger off gently. Also, my intake manifold is missing the two screws that clamp it on to the metal frame below it.
PLEASE HELP.
