thanks. as stated in post, I have checked the kill switch and I am pulling the brake (and the brake light comes on)

I have a 2009 Kymco People 150.
The battery is fairly new and was over-wintered on a battery tender, which is showing full green (100% charge). The horn and brake lights work. I'm able to kick-start the engine, but the the ignition switch is dead. No clicking; nothing. Already checked: kill switch, ignition fuse (replaced).
The bike was stored for 5 months in a climate-controlled basement, so I don't think humidity should have caused any issue.
What can I check/fix to get the electric starter working?
