A new WAWA just opened up and they sell ethanol free "boat fuel" but its only 89 octane. so which do yall this is better for the Chinese scooters, lower octane with out ethanol, or %10 ethanol with higher octane?

(new to forums tank you for taking the time to read about my issue) (long story with background) I have one of those Chinese scooters. I have a peace 804 150cc, has 650 miles on it, daily rider.
I bought it about 6 months ago. after about 400 miles it only had half throttle and couldn't go over 45. I just left it as it b/c i am too poor to fix it. but saw a video talking about the carburetor diaphragm and it may be adjustable. So i opened it up and it was all melted (chemical not heat). Went to many places and no one had the part. Went back to the purchase place (that i don't care for) and they gave me a used one for free (i love free).
I am just afraid of it happening again! I have scoured the web for many hours and days, and i cant find a diaphragm for the gy6b (the gy6 doesn't fit). I even looked for a different carb. but most people say that other carbs hit the frame. Anyone have any experience putting a different carb on a gy6b?
(On a side note, the diaphragm rubber part didn't seem to fit perfectly, seems too loose. but it does run but kinda hesitates when throttle is applied. i don't know if i can put make a gasket around the outside to get a better seal or not.)
