I ran into a similar problem Bought a 2001 scooter from a seller in AL he had bought the scoot from the original owner in GA he only had the MSO I went to the DMV in Tenn and showed them the paperwork and they said the original owner would have to title it in GA and then transfer the title to me. Waited one day and went to a different office. Asked for a supervisor. She asked to get my Bill Of Sale notarized and have the local sheriff's office do a VIN search and certify that the vehicle wasn't stolen. Then I filled out a form that asked me to explain why I didn't have a title, and I was given a new tag!
