I know this isn't super helpful, but maybe give you an idea of normal. I have an m50 and my top speed flat is around 43. Slight downhill and the needle is buried at 50 in no time. I'm up to 35 pretty quickly.
I've ridden a SYM and some other chinese scooter and the m50 is by far the quickest sans mods.
It would be great to figure out the problem before the bore. You will see a bump with 72, but you will always wonder what it could have been.
