I put new stator in and checked voltage at regulator ....while voltage regulator was plugged in and scooter running....black lead to green ground and red lead to yellow=10.5-11 ac volts.....to low. Black lead to green ground and red lead to white=18 ac volts...good! Black lead to green ground and red lead to red wire=12 dc volts....to low! When I unplug regulator and check voltage coming up from stator...voltages are good to yellow and white wire. I tried 2 different voltage regulators with same result.......I ordered a new regulator just to make sure the 2 I have aren't bad....anyone have any other ideas?....TY!

What.... the....? Are you maybe miscommunicating or did you actually cross all those wires? ? If you did then that explains it all. The red wire connector on the regulator limits all current to about 12v.

Put new stator and voltage regulator in and still only getting about 12.7 volts to battery!

Oh I see what you are saying. That is entirely how it was designed man. There is no problem. Charging system outputs 12v with varying amperage depending on stator output. The regulator limits the voltage to around 12v because the battery is designed for 12v, more than that would damage the battery. Our scooter batteries operate at 12v and charge at 0.9a(slow) to 1.5amp (fast). The regulator keeps the voltage and amperage in this window, if it didn't you would need to worry.
