You should be able to squeeze either brake for starting.

Well it makes it harder for me to use one hand to press brake, starter, and throttle It should be easier. I just put my hand on the brake lever and squeeze and press the starter button at the same time to startup, and if it needs a tiny bit of throtte to start I roll my hand back a lil bit. Maybe it takes long fingers or something like I have.

Well I am completely new to scooters never rode one before two days ago and this one sat for I think atleast a year before I got ahold of it without knowing what was wrong so now after tuning it it starts a lot easier with one hand since I don't have to hit the gas.

Next is figuring out why my throttle is so loose Define "loose"... There is usually slack on the throttle, if there wasn't the throttle would constantly be throttling or it would be too tight. It's better to be loose. You may have a dirty carburetor if it's been sitting for over a year. Gas solidifies in carburetors in only a few months and can clog the carburetor and make it not work normally. Your scooter should just start with a simple press of the starter button in about 1 second. The max it should take would be 5 seconds, which is normally on a cold (40 below) day.

There is about a half turn that's loose and it sort of clicks when I hit it.
