Is it save to take the emmissions off your 50 cc scooter. and does it do anything to the performance.

yes it is safe to remove. It does not affect performance. Removing would improve performance but its negligible.

It is a common modification, you will need to rejet your carb, a free flow exhaust and a free flow filter for your carb's intake to take full advantage of the modification.
