Water Pump

Greetings all,
In the middle of a water pump rebuild on a 250cc Chinese clone engine. When placing impeller on shaft, unit becomes very tight when turning by hand. Not sure if this was normal. Could someone advise their experience?? |

Vertical or horizontal engine? Getting very tight? Meaning it starts out easy and gets progressively harder or tight to start with? The impeller is turned by a shaft that also ties into the oil pump, it runs both.
