I recently purchased a quinqi/jinhua d1e41qmb scooter and the headlight goes on and off sometimes when i go over bumps/potholes. It also sometimes appears to get brighter or dimmer depending on the idle. I tested the battery with the scooter on and it appears to be getting a charge.

Your voltage will vary with throttle so seeing your lights go brighter/dimmer is normal as long as you're not talking about drastic swings in light output....
However, the cutting in and out over bumps points to either a short (broken wire) or perhaps the bulb isn't seated well in it's socket... Corrosion in the socket.... etc etc...
Best thing to do is to not wait for a silver bullet answer on here... Get out your voltage meter and test light and test your circuits... However, if it's happening on bumps, you may not be able to detect a short with electronic tools due to the fact that a short can be intermittent... Peel off the tape (or wire loom) and do a visual inspection for damaged wires... Real good spots to focus your search is any place that may be crimped/sandwiched by other parts.
