put the exhaust gasket in and im still having a loud backfire with a flame through the exhaust. I reset the valves on compression stroke. I also went back and relapped my valves again and still same thing.

Where did you get the exhaust gasket and which kind? It will be very obvious if it is leaking by the piping either by the flange and or by the lower cylinder gasket your scoot motor has 2 exhaust gaskets.
Get a Video of it backfiring and video around the header and pipe coming down to the muffler. Also around the carb YOU do have the air filter connected right? Without that it will backfire on you.
