So just an update. The guy was totally trying to rip me off. He even hassled me about getting my scooter out of his shop once I told him no. Then when I came to pick it up he wasn't even there and made us all wait around for 45 minutes. I found someone else to work on it for significantly less and they showed me how it was just a busted seal on the drive shaft and a couple of seized bearings in the final drive. It seems to be working fine now except that they noticed a piece missing from my kick starter or something and now my battery died a few days ago and I can't get it started. Talk about Murphy's Law.
