I think there is a common misconception about Reflex engines. I realize some think that the 244 cc verticle engine used in Reflex clones is a copy of the Reflex engines. All Reflex 2001 - 2007 are 249 cc Honda engines that are near horizontal. The little access panel on all Reflex and Reflex clones in front of the left side passenger foot peg is there for easy access to the spark plug on the Reflex. The clones use the 244 vertical engine from the Helix and that access panel gives you access to--nothing. See page 1-34 of this on line service manual for the 2001 - 07 Reflex. www.jr-richscooterdoc.com/Honda-NSS250-Reflex-2001-07.pdfSkyrider

That access panel is one of the most convenient items on the Reflex. It not only allows access to the spark plug, but the valve adjustment, idle speed adjustment, and idle mixture adjustment.
That cover makes valve adjustment easier than on any bike I have ever owned.
