It looks to me as if the first set of numbers refers to the size of the order from the company to the importer. www.cantonfair.org/exhibitor/detail?id=15632(read at the very end of the motorcycle/motor scooter listings, the red scooter is for 78pcs/40HQ.) The climbing ability?...I don't have a clue.

The first number is how many scooters they say will fit in a 40' high cube container from the supplier. Being that it's over 50, that means that the scooter is arriving disassembled, most likely with the front wheel and handlebars broken down.
