And the scoots electrical connections are no where near as well insulated as a cars eletricials.

Back in the day it was standard proceedure to remove the spark plug wires, bag the distributor, pull the coil, bag the alternator/generator, bag or remove the voltage regulator, remove the air filter and then bag the carbuerator before cleaning a car or truck engine.
The only engine I had that was really set up for wet use was a Herculese 4 cylinder with a Fairbanks Moorse submersible magneto, sealed spark plug wires in hoses with threaded water tight fittings that attached them to the magneto and matching sparkplugs. It had a Zenith updraft carb and a snorkle along with a water tight crankcase so it could be run totally submerged. It was attached at the time to a 15 killowatt generator so I didn't think it wise to attach the snorkle and run it under water.
