Side note... the chain tensioner couldnt have anything to do with this right? I dont think so, but when I reinstalled it, it seemed sticky ( wouldn't move up and down well) Just trying to rack my brain for ANYTHING that could have been reinstalled wrong, or that I missed... What do you mean it wouldn't move? Re-set it. Maybe it needs to be spray lubed to get it moving. 1. Loosen tensioner spring bolt. 2. Then remove whole assembly by removing both bolts. 3. Completely unscrew and remove tensioner spring 4. There is a small lever on the bottom of the tensioner. Move and push back the tensioner arm/plunger. Spray lube to loosen if it's not moving. 5. Reinstall tensioner assembly without the spring. Tighten both bolts. 6. Reinstall the spring (make sure not to bend) and tighten bolt. You will hear or feel the tensioner arm/plunger move and give tension to the chain.

My carb that was originally with a 72cc engine that was sent to me on accident a while back, has a 78 jet in it. The only thing that isn't stock besides the 72cc, is the snorkel isn't on the airbox. Scooter ran like a champ. I just rebuilt my engine completely-- crank and all, with the same carb and jet.
I've never had a faulty chain tensioner, can't say for sure there.
It sounds like it wants to go though.
Not sure if you used a torque wrench on the head bolts. Make sure, although you prob know, is adjust the valves at the settings you said when the engine is cold.
What kind of scooter is that anyway?

The intake, and I mean STOCK, is really different on lots of scoots. Our airboxes/unis are aren't all the same. Some have more holes than another. That's why we all have to adjust the air/fuel--- it depends on the intake and valves, with a squirt of gas. Lack of power could mean anything.
