When is the last time it was running?
Pull the spark plug, put it back in the boot and hold the plug to a metal part of the enginge and crank the engine over to check for spark. If you have spark then check for fuel flow.
Pull the fuel line loose and hang the end in a container. With the spark plug installed back in the engine crank the engine and see if fuel flows into the container. If so replace the fuel line on the carb.
Remove the vacuum hose from the intake manifold and spray some carb cleaner, or dribble some fuel into the vacuum port on the intake manifold. replace the vacuum hose and crank the engine. If you have compression it should at least pop some and maybe even start. If not then check your valve adjustment.

I have done all of that. I was alcalli g around and was told maybe the spark plug coil. Or cdi. I just replaced the spark plug 2 weeks ago. And last night was when it ran last when I put that new battery in. Started right up like a champ

Could be that the stator doesn't charge the battery?

Make sure the battery is fully charged or jump it from a car battery. Just make sure the car is not running. If it's not the battery well, follow the steps.
Just because it ran yesterday doesn't mean it is getting spark, or fuel, or compression today.
Is the kill switch in the run position? Does it have a sidestand safety switch?
My scooters all started fine yesterday. If I were to go and try to start them today and they didn't, I would follow the same steps.

Ok. One. Brand new battery fully charges. Check with multimeter. All is good stand still or cranking. I did attempt to jump from a non running car. No change. I replaced spark plug last week. I pulled it and put it close to the frame and was getting awsome spark. The air being push from the spark plug socket was very strong so is got compression. I took fuel line off of carb and cranked it. Good fuel flow. I checked air filter...just fine. I pulled the carb off. Took it apart. Cleaned it. Reassembled it. Still no start.i put a lil gas in the carb after reassmbling. I am truly stuck

Check for spark on the engine case, not the frame. If the engine does not have a good steady ground the plug will fire when touching the frame but may not while installed in the engine. Here is how to do the valves on the horizontal clone engine. www.itistheride.com/Help_257cc_valve_adjustment_tutorial.pdf

thank you for that. wile i was waiting. i took out my spark plug and cleaned it. (it was looking a little black) and reinstalled it and it fires up. what would cause the spark plug to get dirty to that point so fast?also while i have you experts in the same spot...my idle screw striped. i cant find a new one. and last but not least. how deep should the air/gas screw on the carb be? when it runs. it runs rough. i cannot get it to idle at 1700 RPM like said. and last but not least. my muffler is not making a good seal on the engine what can i use to help seal this up better? would tin foil work?

If the plug is black, the engine is either burning oil or is running very rich. Make sure you have the right plug. I'm not familiar with this engine but I think the right plug is NGK DR8EA. Start by adjusting your carb's air/fuel mixture screw. It is located on the bottom of your carb on the intake manifold side. Count the number of turns it takes to close it before you start so you know where it was at when it ran. get the motor warm before you start the adjustments. A good starting position is 2 1/2 turns out. Here is a good tutorial for adjusting carbs: www.itistheride.com/Help_carb_adj_4T.pdfNot having any luck finding an exhaust gasket yet. I will keep looking. Tin foil would probably not stand up to the heat. Take your idle set screw off and go to the hardware store. See if you can match up a replacement there.

Ok thank you for that pamplet on how to tune the carb I've been tinkering all day but when I turn the air/fuel screw. Nothing happens left or right. And the rpms are jumpy.go from 2-1700-1000-1500-1000-1700-2000-1700.... And when I give it throttle it still wants to bog out

It bogs out at about 3000 rpms.
