I just got a CPI Oliver 50cc scooter with 3,600 miles on it. It died on the guy that I got it from. It is NOT drawing oil out of the oil tank. The hose coming off the bottom of the oil tank is empty, yet when i take it off, oil flows freely. There are no obstructions in the hose that I can see. I even ran a wire down it to check. The throttle cable is working the oil injector. It will run for about 30 seconds then dies. I only did this once because I suspect it is not getting any oil.
How do I know for sure?
If I mix the oil in the gas, what ratio should I use?

Similar engine here. I premix at 32:1 because my pump failed and the screws to replace it will not budge...stripped the heads as even a hand held "hit with a hammer" type impact wrench won't work. Which is odd because that is what is used to remove Phillips head screws to separate the cases on Motorcycle engines. Your oil reservoir has a cap on it of course...with a small hole or vent. Make sure that is not plugged or oil won't flow well with the cap on. Check for flow from the reservoir with the cap off...if it flows...problem solved. Also make sure you are using 2T oil 1. because it is thinner and flows easier..2. cause 4T oil will carbon up and or seize a 2T engine as it is not designed to burn properly like 2T oil. I have seen folks use 4T oil...it would flow out of the reservoir tubing..but was too viscous for the pump to push out of the injector line connecting to the carb..at more than a drop or 2 per minute with engine running 1/2 throttle or more even. Keep us posted on what you find out.

Yeah when i replace my black hose with a clear one it did the same thing the hose would be half filled dont worry mine is still running fine but i have the same scooter and i have ran premix its a pain in the butt i like the pump much better, and i have had them fail and the motor seized on me but didnt cause any damage to my motor. i drain some oil from the reservoir and put it in the tank and was able to ride on
