Any help would be appreciated.  I have a 2015 50cc Tao Tao that will not start even with starting fluid.  It will crank but not catch.  What I have done to this point,

replaced petcock, fuel flows while cranking
replaced fuel filter
fully cleaned the carb
adjusted valves .003
Sparks when held to the block

spark plug is dry after cranking and it will not even attempt to fire with starter fluid.
