Talking cloaking--
So Capt Kirk went to a LOT of troubles to steal the cloaking device from the Romulan ship. And they installed it on the Enterprise. And supposedly turned it over to be examined (the point of the whole set-up). And then...it promptly disappeared forevermore from the Federation.
Why all the bother to steal it if nobody's doing anything with it?

As for Romulans vs Klingons, I'll have to consider. Seems to me they're pretty equal, just differing makeup is all.

You know, when you think about it, the aliens in ST really aren't very different. They're either noble, very similar to humans, or aggressive. Well, except the Ferengi. Except on second thought, they're really just Harcourt Fenton Mudd made into an entire race. Only shorter and with protheses.
